The research plan shall address social and behavioral factors that influence patterns of energy consumption by individuals, households, and businesses; and decisions to implement energy conservation measures, including the factors that influence decisions to adopt energy efficient technologies and practices;

The House on Friday swiftly passed a $2 billion emergency measure to keep afloat the “cash for clunkers” automobile trade-in program, a day after learning that it had run out of its initial funds in just over a week.
House Majority Leader Steny Hoyer (D-Md.) and Appropriations Committee Chairman David Obey (D-Wis.) came up with a plan to steer $2 billion – double the amount originally appropriated – in economic stimulus funds to keep “cash for clunkers” alive in at least the short term.
Democrats argued that the source of the funds was appropriate, given how quickly the first $1 billion was used to jump-start a crippled auto industry and spur consumer spending.
“Clearly, consumers have spoken with their wallets,” Obey said.
Rep. Pete Hoekstra (R-Mich.) said he had heard numerous complaints from car dealers in his district over the implementation of the program, which he said was riddled with bureaucratic problems.
“We need to get these back-room problems fixed in order to truly call this program a success,” Hoekstra said.
Sens. Dianne Feinstein (D-Calif.) and Susan Collins (R-Maine), who had pressed for the alternative bill with higher fuel-efficiency standards, sent a letter on Friday to the Transportation Department asking for more detailed information about the "cash for clunkers" program and how it had run out of money.

Many conservatives say the “cash for junkers” act has been a failure, I say for an ineptly crafted bill it was too successful.
A car dealer said that it took them 4 days to register for the program. The internet link to government was swamped. There were 134 pages of rules for dealers which they got a couple days before the program went into effect.
This program shows the Obama regime and the Socialist Congress of America are very inept in their understanding of the economy. They thought the money would last until November. Some thought it would last until August. And these are the people who say Obamacare will save you money.
Because they underestimated how much it would cost and how long it would last. This bill was only 176 pages and cost $1 BILLION; do you really want them to pass the 1,000+ page healthcare bill worth $1 TRILLION?
If they truly wanted to help the economy and be “green”, they would have provided a funding backup.
But why should the government pick my pocket so some stranger can cut their annual fuel costs?

If it's a medical emergency, Erie County 911 will respond, but there is one address many of its dispatchers know by heart.
They find Scott Graham usually waiting at that Buffalo address for his ambulance several times a week.
"Sometimes two times a day," Graham told 2 On Your Side. He suffers from Sickle Cell Anemia, a blood disorder. If left untreated, it can block blood flow to limbs and organs.
"It feels like somebody shooting me with battery acid, and I'm stepping on razor blades, and I'm having a heart attack at once," he said talking about the pain the disorder causes.
Graham doesn't have a job, insurance or car. So, when he feels bad, he doesn't call a cab. He calls 911 to have an ambulance drive him to the hospital.
A 2 On Your Side investigation found that from January 2006 to May of this year, Rural Metro Ambulance picked him up 603 times.
Medicaid picked up the tab for each ride, costing taxpayers at least $118,158.
Graham estimates he's requested even more rides. "I'd say about a thousand times."
Rural Metro and Erie County chose not to respond on camera about Graham's case. The county follows the same rules most emergency systems follow across the country. If you call, they must haul you to the hospital, no matter what your call is about.
Graham says he requests an ambulance because he can't see his doctor as much as he needs. He also says he gets help quicker by arriving in an ambulance rather than by cab.
2 On Your Side contacted Medicaid to have them look into the number of times Graham used an ambulance. Medicaid appeared more interested in how we got the information, rather than how much it cost taxpayers to pick him up.
Medicaid fraud and abuse costs $60 billion each year nationwide.
Mr. Graham's actual cost to the ambulance company and to the health care system in general, is much more, as high as $360,000.

With Republicans citing the continuing economic distress to bash the economic stimulus plan pushed through by President Obama and his Democratic allies in Congress, the Democratic National Committee is hitting back with a media campaign blaming Republicans for creating the mess to begin with.
In a new TV ad announced today, the DNC goes after the top four congressional Republicans -- Senators Mitch McConnell of Kentucky and Jon Kyl of Arizona, and Representatives John Boehner of Ohio and Eric Cantor of Virginia -- by saying they "supported the Bush policies that sank our economy into recession. They broke it - now they refuse to fix it."
"Republicans supported the policies that sank our economy into the worst recession in nearly a century and have refused to work with President Obama to turn things around," DNC Communications Director Brad Woodhouse said in a statement. "They followed Rush Limbaugh and played politics with the Recovery Act - and now that it is showing signs of progress - they are distorting the truth about its success so no one will notice that they were the ones who got it wrong before and who are getting it wrong now. In each of these states there are real projects, providing and saving real jobs and laying a foundation for long-term economic growth. The Republican leadership may not want to admit the truth because it will expose their own mistakes and hypocrisy, but we're not going to hesitate setting the record straight."

The Cash for Clunkers program is in full effect and many of us are doing the 100 mile dash to get to a participating dealer to find that dream, green machine. But wait, not so fast! The National Highway Traffic Safety Administration (NHTSA) has thrown up a big, fat, blazing ‘Slow Your Roll!’ sign to ALL potential car buyers.
According to NHTSA, there are a slew of fake websites that have suddenly popped up all over the internet advertising the program. These bogus sites look very official with their very credible displays of the banner ‘CASH FOR CLUNKERS.’ Mistake number one, the official name of the program is the Car Allowance Rebate System. Folks, there is only ONE official website for the program and that is NHTSA’s www.cars.gov.
These phony websites are looking to get personal information out of you. They will ask you to pre-register for the program and some will even request your social security number. Giving out your personal information on these scam sites can only result in identity theft issues. Please note, YOU DO NOT HAVE TO REGISTER OR PROVIDE PERSONAL INFORMATION TO ANY WEBSITE IN ORDER TO PARTICIPATE IN THE PROGRAM!

Ian Plimer has outraged the ayatollahs of purist environmentalism, the Torquemadas of the doctrine of global warming, and he seems to relish the damnation they heap on him.
Plimer is a geologist, professor of mining geology at Adelaide University, and he may well be Australia's best-known and most notorious academic.
Plimer, you see, is an unremitting critic of "anthropogenic global warming" -- man-made climate change to you and me -- and the current environmental orthodoxy that if we change our polluting ways, global warming can be reversed.
It is, of course, not new to have a highly qualified scientist saying that global warming is an entirely natural phenomenon with many precedents in history. Many have made the argument, too, that it is rubbish to contend human behaviour is causing the current climate change. And it has often been well argued that it is totally ridiculous to suppose that changes in human behaviour -- cleaning up our act through expensive slight-of-hand taxation tricks -- can reverse the trend.
Plimer presents the proposition that anthropogenic global warming is little more than a con trick on the public perpetrated by fundamentalist environmentalists and callously adopted by politicians and government officials who love nothing more than an issue that causes public anxiety.
While environmentalists for the most part draw their conclusions based on climate information gathered in the last few hundred years, geologists, Plimer says, have a time frame stretching back many thousands of millions of years.
The dynamic and changing character of the Earth's climate has always been known by geologists. These changes are cyclical and random, he says. They are not caused or significantly affected by human behaviour.
Polar ice, for example, has been present on the Earth for less than 20 per cent of geological time, Plimer writes. Plus, animal extinctions are an entirely normal part of the Earth's evolution.
Plimer gets especially upset about carbon dioxide, its role in Earth's daily life and the supposed effects on climate of human manufacture of the gas. He says atmospheric carbon dioxide is now at the lowest levels it has been for 500 million years, and that atmospheric carbon dioxide is only 0.001 per cent of the total amount of the chemical held in the oceans, surface rocks, soils and various life forms. Indeed, Plimer says carbon dioxide is not a pollutant, but a plant food. Plants eat carbon dioxide and excrete oxygen. Human activity, he says, contributes only the tiniest fraction to even the atmospheric presence of carbon dioxide.
There is no problem with global warming, Plimer says repeatedly. He points out that for humans periods of global warming have been times of abundance when civilization made leaps forward. Ice ages, in contrast, have been times when human development slowed or even declined.
So global warming, says Plimer, is something humans should welcome and embrace as a harbinger of good times to come.

President Barack Obama says he and first lady Michelle Obama each have "living wills," but he hopes it will be a long time before either one has to put them to use.
Living wills allow very sick or terminally ill people to specify how they want to be cared for before they become incapacitated.
Obama commented Tuesday at an online forum on health care sponsored by AARP. He was answering a question from a North Carolina woman who said she had heard that everyone eligible for Medicare would be visited and told to decide how they want to die.
Obama said he thought a provision in one of the bills pending in Congress was designed to encourage people to prepare living wills and make it easier for them to do so.

Obama is talking about HR3200 section 1322. It requires doctors talk to their elderly patients every 5 years how to prepare to die. In addition to living wills, the doctors will have to tell the elderly about hospice care.
Hospice care is where patient are not given anything to stop the patient from dying just make them comfortable while they wait to die.
The staggered phase out of energy-wasting light bulbs begins on Sept. 1 in Germany. The unpopularity of the energy-saving compact fluorescent bulbs that will replace them is leading consumers and retailers to start hoarding the traditional bulbs.
As the Sept. 1 deadline for the implementation of the first phase of the EU's ban on incandescent light bulbs approaches, shoppers, retailers and even museums are hoarding the precious wares -- and helping the manufacturers make a bundle.
Like laws on bent cucumbers -- many have mocked the light bulb legislation as just another example of an EU bureaucracy gone wild. Holger Krahmer, for example, a Member of the European Parliament (MEP) from Germany's business-friendly FDP party has accused the EU of imposing 'light bulb socialism."
In fact, in creating this legislation, the EU failed to address consumer preferences and the reservations of a number of other groups. For example, many have complained that the light emitted by a CFL bulb is colder and weaker and that its high-frequency flickering can cause headaches. Then there are complaints about the mercury the CFL bulbs contain, how there is no system for disposing of them in a convenient and environmentally friendly way, and how they allegedly result in exposure to radiation levels higher than allowed under international guidelines.
For some, the issue is also one of broken promises. For example, manufacturers of CFL bulbs justify their higher prices by claiming that they last much longer than traditional bulbs. But a recent test by the environmentally-oriented consumer-protection magazine Öko Test found that 16 of the 32 bulb types tested gave up the ghost after 6,000 hours of use -- or much earlier than their manufacturers had promised.
And then, of course, there's the issue of the light the bulbs emit. Many complain that the lights are just not bright enough and that they falsify colors. The Hamburger Kunsthalle, for example, recently made a bulk order for 600 incandescent light bulbs to make sure that it can keep illuminating the works it displays in the time-honored way.

Clearly, people in Europe don’t like CFLs. CFLs cost a lot more because the energy cost and material cost to manufacture are a lot more. They do not last as long as we have been told.

Presdient Obama flies in Airforce One again to hold a townhall meeting to re-infect people with the Messiah Effect in a vain attempt to keep his re-election hopes alive.
Vice President Joe Biden and Attorney General Eric Holder today announced $1 billion in grants to fund the hiring and rehiring of law enforcement officers all across the country under the American Recovery and Reinvestment Act of 2009. The grants will be awarded to 1,046 law enforcement agencies from all 50 states and will provide 100 percent of the approved salary and benefits for 4,699 officers for three years. Police departments receiving the grants will then be required to retain the grant-funded positions for a fourth year.
"A big part of the Recovery Act is about building communities – making them as strong as they can be, allowing every American family to live a better life than the one they are leading now," said Vice President Joe Biden. "And we can’t achieve the goal of stronger communities without supporting those who keep our streets safe."

The Legal Services Corp. - which stirred national controversy a few years back by paying for limousines, first-class airfare and $14 Death by Chocolate pastries for its executives - has created new symbols of excessive spending in recent months, according to federal audit reports and congressional correspondence obtained by The Washington Times.
LSC officials acknowledged to the Times that they are investigating why one of their offices, in Fort Worth, Texas, was spending money during difficult financial times to build a multistory, decorative natural-stone wall. LSC officials said they didn't know the final cost of the project; Mr. Grassley's office said it had received information putting the price tag at $150,000.
The problems are so widespread that auditors in March questioned more than $80,000 in expenses for a California program that provides legal help to Indians, including payment for 136 hotel rooms at the Pechanga Resort & Casino, in Temecula, Calif., that were never used for a conference on tribal court.
